Quality Technical and Vocational Education and Training (TVET) for Youth (QualiTY)

Background

Equal access to affordable high quality Technical and Vocational Education and Training (TVET) is a target of the Sustainable Development Goals (SDGs). SDG exhibits a commitment to increase the number of youths and adults with relevant skills for employment, decent jobs, and entrepreneurship by 2030. TVET is recognised as an important driver for economic growth and social inclusion in Nepal. The need for equitable access, quality and relevancy of programmes, along with the matching of industries needs and demands have a promising scope to produce skilled human resources to contribute to the country’s economy.

Constitution of Nepal 2015 has fundamentally changed the political landscape of Nepal, with the devolution of state power to Provinces and Local Governments through federalism. It has created a space for TVET sector reform through the division of TVET roles to Federal, Province and Local Governments. It is also the opportunity to improve the quality of TVET schools to empower them to offer best quality TVET programmes to the youth to enable them to obtain a sustainable and attractive employment. Therefore, the Government of Nepal and the Government of Switzerland have jointly initiated the Quality Technical and Vocational Education and Training (TVET) for Youth (QualiTY) project to be implemented nationwide.

Project Setup

The Ministry of Education, Science and Technology (MoEST) and the Council for Technical Education and Vocational Training (CTEVT) implement project activities at the Federal level. Whereas, in the Provinces, the Ministry of Social Development/ Education (MoSD/E) implements project activities.

On behalf of the Swiss Agency for Development and Cooperation SDC, the Swisscontact - Swiss Foundation for Technical Cooperation provides technical assistance to the QualiTY project.

Goal

Nepali youth, including those from disadvantaged groups, benefit from quality education and better employment prospects.

Outcomes

  1. Ministry of Education, Science and Technology (MoEST) provides coherent national standards and procedures for TVET and monitors the quality of their implementation.
  2. The office for TVET in the Provinces implements the accreditation procedure and collaborates with Local Governments to manage TVET schools.
  3. TVET schools enrol and retain youth, including those from disadvantaged groups, in quality TVET programmes.

Outreach and Target

The QualiTY is a nationwide project, thus it covers Federal, 7 Provinces and at least 25% of the 753 Local Governments in this phase.

The primary beneficiaries of the project are Nepali youth. The project targets to benefit 48,000 youth including those from disadvantaged groups. Out of which at least 60% will be from the disadvantaged groups and 50% women. The project targets to provide teachers training to 1,100 TVET teachers to assist them to be certified; to empower at least 250 TVET schools to be formally accredited from the national authority.

The project will collaborate with all three spheres of government. It will provide technical assistance to the Ministry of Education, Science and Technology (MoEST), Council for Technical Education and Vocational Training (CTEVT) at Federal level to support implementation of National TVET Strategic Plan, development of national standards and frameworks. The project will support MoSD/E in all provinces for the establishment of TVET profile, accredit training institutions, initiate scholarships in collaboration with Local Governments
